Deen Dayal Upadhyay Antyodaya Yojana (DAY) Update: Deen Dayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) aims to reduce poverty and vulnerability of urban poor households. The scheme is implemented by the Ministry of Housing and Urban Poverty Alleviation (HUPA). It helps the urban poor get self-employment and skilled-wage employment opportunities. DAY-NRLM

The Ministry of Rural Development (MoRD) launched Ajeevika – National Rural Livelihoods Mission (NRLM) in June 2011 to empower rural households. In November 2015, it was renamed Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM). This programme:

  • Covers 7 crore rural households across 600 districts, 2.5 lakh Gram Panchayats, and 6 lakh villages.
  • Supports livelihoods through self-managed SHGs and federated institutions over 8–10 years.

Other Silent Features of the Scheme

1. Employment through Skill Training and Placement
The mission provides ₹15,000 for skilling the urban poor and ₹18,000 per person for those in the Northeast and Jammu & Kashmir. Additionally, City Livelihood Centres are set up to address the high demand for market-oriented skills training.

2. Social Mobilization and Institution Development
Self-help groups (SHGs) are formed and trained, with each group receiving an initial support amount of ₹10,000. Registered area-level federations are assisted ₹50,000.

3. Subsidy to Urban Poor
Self-employment is encouraged by establishing micro-enterprises and group enterprises. An interest subsidy of up to ₹2 lakh is offered for individual projects and ₹10 lakh for group projects.

4. Shelters for Urban Homeless
The scheme fully funds the construction of shelters for the urban homeless.

5. Other Initiatives
These include the development of vendor markets, skill training for vendors, and special projects for ragpickers and differently-abled individuals.
