Given the same, an important order has been issued by the Uttar Pradesh State Treasury Directorate which has been sent to all the Chief/Senior Treasury Officers and instructions have been issued to take action in this manner.
Complaints were being received from pensioner organizations
Let me tell you that complaints were being received from pensioner organizations that in cases where details of family pensioners are available in Part-3, yet the treasuries are asked to obtain Part-3 again from the departments.
Treasuries act arbitrarily
It has been told by the pensioner organizations that even after the complete details of the family pensioner are mentioned in Part-3, action is being taken to get Part-3 again from the family pensioners, from the departments, and to get the verification done from the tehsil.
In such cases, there is no need for Part 3 again
In this regard, in the meeting held on 19.12.2022, it was decided that in all such cases in which a joint photo and name and signature of the family pensioner are mentioned in Part-3, there will be a need to get Part-3 again from the department and the Tehsildar. There is no need to get verification done. In such cases, the family pension should be paid by taking the photo identity card of the family pensioner.
Instructions issued to all treasuries
In this regard, instructions are given that if the details of the family pensioner are in Part 3, then there is no need to ask for Part 3 again. Therefore, action should be taken as per the opinion finalized in the said meeting so that family pensioners do not have to face unnecessary hardships.
Many pension revision cases pending
It has also been informed that as per the mandates related to pension revision issued by the recommendations of the 7th Pay Commission, where the revised PPO is to be issued by presumptively determining the final pay of the pensioner, a large number of such cases are still pending revision. Pension should be revised soon
To identify such cases, the cooperation of local pensioners’ organizations can be obtained. When information about such cases is given by the pensioner/family pensioner or pensioner organizations, a letter for pension revision should be sent to the concerned department after confirming it from the file of the concerned pensioner/family pensioner and a copy of the letter should be sent to the PPO issuing authority.
