Nalkup Yojana 2025 Update: To address irrigation-related problems and promote agricultural production, the Bihar government is running a tube well scheme. This scheme benefits farmers who are covered by the micro irrigation scheme or are cultivating makhana in the identified 10 districts of the state. These districts are Madhubani, Darbhanga, Katihar, Purnia, Madhepura, Supaul, Saharsa, Araria, Kishanganj, and Khagaria.

Both landholder farmers (rayat) and sharecroppers (non-rayat) can avail of the scheme, provided they submit land ownership papers or an agreement. Objective and Eligibility of the Tubewell Scheme

The main goal of the Tubewell Scheme is to provide farmers with an accessible water source for irrigation, helping them increase crop production. The scheme is available to farmers who own a minimum of 0.5 acres of land. The tubewell can irrigate up to 8 hectares of land.

The tubewell will primarily be used for drip irrigation or makhana cultivation. However, the scheme applies only to panchayats that have not been declared over-exploited or endangered by the Central Ground Water Board.

Application Process and Required Documents

To avail the benefits of the Tubewell Scheme, farmers must apply online.

  • Rayat Farmers (Landholder Farmers): Must submit land-ownership documents (revenue receipt).
  • Non-Rayat Farmers (Sharecroppers): Must provide an agreement.
  • If the farmer’s name is not clearly mentioned in the land-ownership document, a genealogy certificate must also be submitted.

Depth of Tubewell and Subsidy Rates

The depth of the tubewell depends on the water level in the region:

  • South Bihar: The maximum depth of the tubewell will be 70 meters.
  • North Bihar: The maximum depth of the tubewell will be 35 meters.

Subsidy Rates for Different Categories:

In South Bihar:

  • General Category – Up to ₹57,000
  • Backward/Most Backward Class – Up to ₹79,800
  • Scheduled Caste/Tribe – Up to ₹91,200

In North Bihar:

  • General Category – Up to ₹36,000
  • Backward/Most Backward Class – Up to ₹50,400
  • Scheduled Caste/Tribe – Up to ₹57,600

Payment Process and Other Conditions

The subsidy amount will only be provided once the tubewell is fully functional and water flow is ensured. The grant will be given directly to the concerned farmer or registered company based on the actual work done, categorized accordingly. Farmers must cover the entire cost of the electricity connection themselves.

Technical Support for Scheme Implementation

To ensure the successful implementation of the tubewell scheme, the district’s engineering and agricultural experts will conduct inspections. These experts include WDT (engineering expert), ATM (agricultural engineering), BTM (agricultural engineering), agricultural coordinators, certified engineers of the registered company for micro irrigation, or the chairman of the District Horticulture Development Committee. The final measurement book will be maintained by the District Assistant Director of Horticulture.
